Finance Committee
Historically, graduate medical education (GME) has been funded through Medicare. However, due to reductions from the Balanced Budget Act and a nationwide shift to managed care, Medicare funding for GME has been reduced and may eventually be eliminated. Because of funding decreases, some states are reducing training programs. However, Utah cannot afford to lose any training programs without compromising the quality and availability of health care in the state.
Scope of the Committee
Under the direction of the Council, the Finance Committee has played a key role in addressing the issues and threats to Graduate Medical Education in Utah. The Finance Committee has the responsibility to develop measures to capture the funding that Utah's GME programs need in order to remain viable and continue to provide quality training for Utah's physicians.
Specifically, the committee advises the UMEC on:
- Ways to preserve existing revenue streams to assure the financial viability of Utah's clinical training programs.
- Assuring that the cost of clinical education is born equitably so all sectors of society benefit.
- Establishing a reliable and equitable funding pool to support a well educated clinical workforce.
- Allocating the funding pool directly to sponsoring institutions based on identified workforce needs, regardless of training and education setting.
- Distributing funds to those residencies that will fulfill specific needs of the community.
